Why does the USA lag behind other developed nations in public transportation?

With most developed nations showcasing rail systems( China during Olympics), why does the USA lag so far behind? What if interstates had rail systems that ran side by side? What are we waiting for?
Is it possible to use current technology to build rail system to run by interstates? To create jobs while fixing our infrastructure, just as easy to add rails? Would daily routes be cost effective? Population density issues? Help decrease dependence on fossil fuels?
